Not necessarily. As it happens, I do happen to have not one but two PVC catsuits; one with full-length sleeves, the other sleeveless. I wear them on a semi-regular basis; I've not once suffered heatstroke, though it does very much depend on the venue and what I'm doing. I wouldn't wear either if I were going to be dancing all evening, for example - but if I were going to be outdoors all evening, that would be a different story.
I often wear PVC jeans as well - the trick to keeping cool, funnily enough, is to wear a pair of tights underneath. It does actually work.
Oh - and r.e. care of regularly-worn PVC: Febreze is your friend. ;-)
